The city of Sanford was founded by American diplomat, businessman, and lawyer, "General" Henry Shelton Sanford, who was a direct descendant of Thomas Welles, colonial governor of Connecticut.


The General began his work as a diplomat in 1847, at the ripe old age of 24, when he was appointed Secretary of the American Legation in St. Petersburg. Subsequently, he held a number of other diplomatic posts including one in Frankfurt, Germany, and another in Paris, France. Then, in 1861, he was appointed the United States Minister to Belgium. He was President Lincoln's first diplomatic appointment. He maintained this post until 1869.


In 1870, the General purchased the 23 square mile "Sanford Grant" and subsequently founded the city. In 1875, he built two hotels, the Sanford House and the Monroe House. Shortly thereafter, in 1877, the city was incorporated.


In 1913 the Florida Legislature established Seminole County with Sanford as the county seat. Today, the city has a population of over fifty three thousand residents.

The city of Debary is named after Samuel Frederick Debary, a wealthy champagne importer from New York. In 1871, DeBary purchased land in the area and built an 8,000 square foot mansion.


Debary Hall was situated on high land, overlooking Lake Monroe, less than a mile from the shore. It was Debary's winter retreat and hunting lodge. He stayed at the Debary Hall every year from the time it was built until he died 27 years later.


Visitors to the mansion included two presidents of the United States, European royalty, and other notable guests. The magnificent mansion boasted twenty rooms, hand blown glass windows, hand carved cornices, fireplaces in every bedroom, an elevator, running water, and electricity made on site. And, it had the first swimming pool in Volusia County and arguably the first pool built in the State of Florida.


Debary Hall has been listed in the National Register of Historic Places since 1972. The city of Debary was incorporated in 1993, and today has a population of over sixteen thousand.
